Ukraine to install new regulations on transboundary movements of hazardous wastes:

Kiev, Ukraine - The Ministry of Environment and Natural Resources has drafted decree of the Cabinet of Ministers of Ukraine "On Amendments to the Regulations on the Control of Transboundary Movements of Hazardous Wastes and their disposal/ removal". The aim is to improve adoption of legislative regulation of transboundary movement of hazardous wastes from European experience in this field and harmonize of decree of the Cabinet of Ministers of Ukraine dated July 13, 2000, No. 1120 "On approval of the Control of Transboundary Movements of Hazardous Wastes and their disposal/ removal and Yellow Green waste lists" in accordance with the EU environmental requirements.

Hazardous waste management is one of the most complex and dangerous industries, which requires a high level of professionalism and qualification of the staff, sufficient provision of material and technical means for the implementation of certain types of works. In addition, it should be noted that Ukraine is a party to the Basel convention on the control of transboundary movements of hazardous wastes and their disposal. However, as of today, the decree dated 13 July 2000, is not in full compliance with European law and requires a settlement.

The draft of decree of the Cabinet of Ministers and the analysis of regulatory impact promulgated at the official web-site of the Ministry of Environment and Natural Resources of Ukraine. Comments and suggestions to the project from individuals and legal entities, their associations will be accepted until August 31, 2011 at the email address proekt@menr.gov.ua.
